It has been known for some time now that WMF is introducing a system of course approvals like the one already used in Sweden and some other countries.
The main reason for WMF to do this is to get an inventory of courses in different nations that could be used in international events. The courses are inspected by the nations and to get an approval you need to both pass the inspection and pay the fee to WMF.
No competitions can be played on courses not approved by WMF and WMF can give a penalty to member nations where this rule is not obeyed.
In total there is 787 courses. Most courses are from Germany with 314 courses before Sweden with 120, Austria with 75 and Switzerland with 64.
